It means Meter Asset Provider.
One of the key highlight of the Nigeria Electricity Supply Industry (NESI) in 2019 will be the implementation of the Meter Asset Provider (MAP) regulation which came into effect on 8th of March, 2018. The MAP Regulation will regulate the provision of meters to power consumers upon its implementation. Under the MAP framework, customers will be able to request and pay for their meters under an instalment plan of up to 10 years. Consumers can also elect to pay for the meters upfront.
The MAP is a willing vendor or 3rd party approved by NERC to provide meters having met all the necessary criteria. Under the Regulation, the MAP will provide meters. Customers can choose to make full upfront payment or make payment in installments over a period of 10 years in exchange for a meter service charge, which the consumer will pay to the distribution company on an agreed frequency e.g. monthly. The distribution company will then remit the meter service charge to the MAP up to 10 years.
The MAP regulation came into effect on 8th March, 2018 with a notification that it would be enforced by the Nigerian Electricity Regulatory Commission with effect from 3rd April 2018. Further to these timelines, distribution companies such as AED Plc have initiated procurement processes, in view of this; the flag off date was 1 May 2019.
MAP must provide the meter within 10 working days of receiving payment. Faulty meter will also be replaced for free within two days of notification unless the meter was damaged by the customer. Where the customer damages the meter, the meter will be replaced only after receipt of the full cost of the meter from the customer.
This regulation is an initiative of NERC to close the metering gap currently estimated at about 4.74 million as at December 2017. The shortage of meter has resulted in the estimation of customer bills and in recent time, there has been an increasing clamor by customers to put an end to estimation through the provision of meter to all electricity consumers. It is estimated that about N200 billion would be required to close the huge metering gap in the electricity industry.
